Small developing countries may not have an ideal site for an
Astronomical observatory or afford the financial commitment to setup
and support such an facility.
Much of astronomical research today is however done
with remote observations, such as from Telescopes in Space or service
observing at large facilities on the ground. For example, Hubble Space
Telescope images taken in parallel mode are made freely available on
the Internet a day after the observations are taken, and all other
primary data after one year. This opens up the ability to do cutting
edge astronomical research unaffected by tropical weather. This
needs only networked computers which are now relatively of
low cost and freely available software packages.
